Today we received a notice from the DC office stating that tourists from the following countries will have to get permissions from Ministry of Home Affairs, New Delhi to travel to Restricted / Protected areas:
Upon receiving this NOTICE, we went to the DC office to clarify this issue and supported it with the following argument:
This Notice gives reference to the Visa Manual 2011. However, in AUGUST 2015 during the tenure of CEO- LAHDC - Mr. Saugat Biswas, we researched and found out that the Visa Manual nowhere states any restriction to the following foreign nationalities:
Moreover, there was no reference for nationalities of Hong Kong.
Thereafter, the District Administration started issuing Inner Line Permits to the above listed 3 nationalities from Leh. Based on this positive development, travel agents started marketing Ladakh to these nationalities and have had success in bringing tourists from these countries.
Now, if the District Administration abruptly reverses its decision, then we all will be at a loss and there are guests from these nations who have already planned to visit Ladakh this year. Kindly refer the Visa Manual 2011 so that you can make the necessary changes to the Notice issued today.
The conclusion to our discussion was:
The DC said that for the interim period till a clarification is sought from the Ministry, they will allow Permits from Leh to the following 2:
However, with the condition that the Passport should have
Tourists from the following Nationalities will not get Permits from the DC office in Leh. The below listed foreigners will need to approach the Ministry of Home Affairs at least 8 weeks before the date of expected visit:
Will update you on more developments soon.
